On the 2d of July, 1870, the people of Illinois
adopted a new State Constitution, containing
many novel and excellent provisions, among
which are the following: providing for a mi-
nority representation in the State Assembly;
prohibiting counties, cities, towns, or other
municipalities, from subscribing to the stock
of any railroad or other private corporation,
and from making any gift to or lending its
credit in aid of such corporation; prohibiting
the consolidation of competing lines of rail-
road, and otherwise regulating railway cor-
porations, and prohibiting any local or special Montgomery. 883
fegislation in all cases where the object sought
can be attained by a general act. Many of the
propositions in the Constitution were submit-
ted to a separate vote, and were all adopted by
majorities ranging from 29000 to 124000.
