Never use the Present unless you wish to express some of the special meanings of the Present, e.g., an action incomplete, tentative, intermittent, continuous, &c.

Δυνατωτέρας δὲ γιγνομένης τῆς Ἑλλάδος

Not "When Hellas was stronger,"

But "When Hellas was gradually growing stronger."
