Bounty, and which he was Collated to Sept. 30, 1718, by Bishop Atterbury, and reiided upon ever fince without any other Living or Curacy; and thinking himself grievously opprefled by fo illegal and irreligious an Appointment, refolved to try the Point with the Commillioners, and fubmit the Event whatever it might be to God's Providence over his Church; hoping allò, if he fucceeded, to extricate all his Rev. Brethren from the like Indignity and Oppreflion. Accordingly he applyed his Cafe to the Sollicitor General, who B without any Hefitation, efpoufed his Caufe,, and on the 17th of November moved the Court of King's Bench for his Writ of Privilege, to exonerate him from the faid Office; and the Court was pleafed to make a Rule that the Commithioners fhould thew Caufe that Day fe'night, why the faid Writ fhould not be lined; accordingly the Commillioners appeared by thei. Counfel, and prayed for farther Time, which the Court granted them to the firft Day of the next Term (viz. January 23.) But with this Refriction that the Plaintiff fhould not ferve the Office in the mean time; nor be fub- D ject to any Forfeiture in refpect thereof. The Lord Chief Juftice was pleafed alfo to obferve to the Commiflioner's Counsel, that there were one or two Cafes in Point against them, and another Judge of the Cour, was pleafed to fay to them, he believed the Commiffioners would chule E an another Expenditor before next Term. Mr Chamber's Connfel were then prepared with their Briefs, to argue the Point. When the fi:it Day of Term was come, the Caufe, by confent of Counsel on both Sides, was put off to the 9th of February, and then it was fully and learnedly argued by Mr Serjeant Wright and Mr Filmer, for the Commiffioners, and by the Sollicitor General and Mr Chiffinch, for the Rev. Mr Chambers, and the Court was pleafed to determine it in favour of the Plaintiff, and made a Rule abfolutely to di charge Mr Chambers from the Of fice of Expenditor, to which by the War- G rant of the Commiflioners of Sewers he had been appointed.

Was held a Court of Common-Council at Guildhall, when the following Gentlemen were chofen of the Committee to draw up a Petition to both Houses of Farliament relating to the Convention, viz. The Sheriffs of London, by Order of the Court, prefented the abovefaid Petition to both Houses of Parliament, which was read, and order'd to lie on the Table for Confideration, and is as follows:

HAT the Citizens of London are too

fects the Trade of this Nation, not to exprefs the utmost Anxiety for the Welfare and Profperity of that only Source of our Riches; and it is with a Concern your Petitioners are unable to exprefs, that they perceive the Trade to his Majeity's American Colonies, ftill continues expofed to the Infults of the Spaniards, who under unwarrantable and injurious Pretences, continue to ftop, fearch, and make Prizes of British Vellcls navigating the American Seas, in manifeft Violation of the Treaties fubfifting between the two Crowns.

Your Petitioners most humbly apprehend, That the Trade from thefe his Majetty's Kingdoms, to his American CoFlonies, is of the utmost Importance, and almoft the only profitable Trade this Netion now enjoys, unrival'd by others; and they were induced to hope from his Majefty's known Goodnefs, and paternal Care of his Subjects, fupported by the vigorous Refolutions of both Houses of Parliament, and the Equipment of a very powerful Fleet, that his Majefly's Trading Subjects in the Seas of America, as well as in all other Parts of the Ocean, would not only have receiv'd a full Satisfaction for their Loffes occafion'd by the Depredations of Spain, but alio an undoubted Security for their Commerce for the Time to come; and that a reasonable and adequate Reparation would likewife have been obtain'd, for the Barbarities and inhuman Cruelties exercis'd by that Nation on the English Seamen, who have had the Unhappincis of falling into their merciless Hands.

The Satire, call'd Manners, was voted fcandalous, &c. by the Lords, and the Author and Publither order'd into Cuftody, where Mr Dodfiey, the Publisher, was a Week; but Mr Paul Whitehead, H the Author, abfconds: He fays a certain Peer is run military mad; it feems 'he was poetically mad, and prophefy'd too true, in thefe Lines,

Your Petitioners most humbly beg Leave to teftify their great Concern and Surprize to find, by the Convention lately concluded betwen his Majelly and the King of Spain; that the Spaniards are fo far from giving up, their, (as we humbly apprehend) unjuft Pretentions of a Right to vifit and fearch our Ships on the Seas of America, that this Pretension of theirs is, amongst others, referred to the future Regulation and Decifion of Plenipotentiaries appointed on each Side, whereby B we apprehend it is in fome Degree admitted.

We humbly conceive we have too much Caufe to fear, if the Right pretended to by Spain, of fearching British Ships at Sea, be admitted in any Manner or Degree whatfoever, that the Trade of his Majefty's Subjects to America, will become fo precarious, as to depend, in a great Meafure, upon the Indulgence and Juftice of the Spaniards, of both which they have given us for fome Years paft fuch Specimens, as we humbly think this Nation can have no Caufe to be fatisfied with.

Your Petitioners beg Leave further to exprefs their humble Apprehenfions, that D. fuch a precarious Situation as this, must inevitably expofe the Trade to the AmeIrican Seas to continual Interruptions and perpetual Alarms, as well as to fevere Lofles; that to thefe unhappy Causes they humbly apprehend, the prefent low State of the British Colonies in America, may in a great Measure be attributed; and if E the cruel Treatment of the English Sailors, whofe hard Fate has thrown them into the Hands of the Spaniards, should be put up without rny Reparation, your Petitioners humbly apprehend, it may be the Means of deterring the Seamen from undertaking Voyages to the Seas of A merica, without an Advance of Wages, which that Trade or any other will not be able to fupport.

The most commendable Charity of a County Hofpiral at Winchester, the first of the Kind, is fo well managed, and fo zealoufly fupported, that, which is furprifing, out of near 400 voluntary Subfcribers, to the Amount of 1746 l. 12 s. 6 d. there was only an Arrear of 3 Guineas, and a Failure but of 15 l. by Deaths or otherwife.
